City of Heroes Official Forums: "You�re pretty close to how I respecified my character now. You won�t need the fighting pool, and you will be strapped for powers when Stamina comes around, but things will be great once you hit the 30s.

Travel powers can be interchanged at will here pretty easily; you can do without Reconstruction, and Resilience will be held off until a later level (since you�ve got inspirations to back up mezz resistance earlier on). Heck, you can even skip resilience.
